You can change the border art in the options.

Exactly, I dunno how SNK can release this with a bunch of issues that could be fixed easily.

I don't think that they will fix anything. They are obviously don't care for PC ports (like many Japanese developers too. In example, Double Dragon IV from Arc System Works doesn't receive any patches due to poor sales or who knows why).

Have you been able to reproduce the same issue on your version of the game, and if so, could you please share with us your PC specs so our devs can investigate what would cause this?
