If it's just the store page closed then you can still get it from the database, if it's set to not give away more free copies then you can't get more free copies
It's no different from games that are no longer sold on Steam, whether they have a price tag or not isn't the criteria for whether the game still gives out ownership flags
You can always redownload something you own, but getting a new flag is something else entirely
