No matter which quality I launch the game at, I can't change the framerate from 60 and Vsync is stuck on. Is it really locked at 60?

I have been trying to get the achievement "Played Everything!" . I have been looking on forums to see a complete list of songs. I have followed along and marked off the songs I have completed. Well now I am down to two songs that are just completely missing from my library " Twinkle Star " and " Sunsetting Billows " . I have downloaded the BGM dlc hoping maybe that was the issue but still no songs :( . I thought maybe they were secret songs but I'm not too sure. Any help would be great!...
