I just got Bush Sr. elected in 1984, and I didn’t even know this was possible. What are the requirements for this? (EEC fell apart, Spain, Turkey, Portugal, Italy, and France are socialist, Britain is reformist, Carter won in 1980.)

Is it because if Carter wins in ‘80 then there’s no incumbent Reagan?
