Problem with Urban Legend Entry "The Flat-Faced Ghost"

In this video, Linda enters the restaurant in her district 'Pasar Inpres Cipayu' and finds this urban legend shortly after an open black gate. The problem for me is that the black gate is never open. I tried opening it in CHs 1 - 5 and it's always closed. Is it a time thing? Please help. The video does not mention in what chapter they unlock the urban legend.

iam not sure how old the video is but the peanut stall was moved in 1 of the patches to the same area but to the left or right gate not the one in the front.

Thank you! Just to be clear for future players - after the patch, the orange roasted peanut container containing this urban legend is no longer behind the black gate under the 'Pasar Inpres Cipayu' banner. It is behind a white gate to the right before that black gate.
