What does it means "Each time you complete 20 pieces of puzzle."??

Just play the game to unlock.
There's a blue puzzle piece in the top corner for each 20 it goes up you get an achievement you get 1 for every puzzle piece in your finished puzzle so if you do a puzzle with 24 pieces you get 24

Yea, I have 234 puzzle pieces in top left corner and no Achievement, at first girl I have done 6, 12, 24, 36, 48, 60 pieces puzzles. At 2 others just only 24 pieces puzzle. And no achievement. Logickly there have to be 3 achievements now. ???

Hoh, it works now - I've installed this game on notebook and it works there fine - have 35 Achieves now

Just do 24 pieces for every puzzle and you will have 100% by the end. After you do one with 24 pieces you can do it again with 100, but all the pieces are square so it is a bit annoying when there are a lot of background pieces that look identical, which makes it so you have to hope you get lucky, or are a good guesser.
