The front splitter is a cover underneath the catfish car for aerodynamics - you have to take it off to get at the drain for the radiator. The exocet doesn't have the front splitter -- so if you got this car for the coolant change - the splitter will not exist.
I will say this, the manual is somewhat lacking (maybe due to early access?), but this can be seen as a challenge and in fact I like that the game does not hold your hand for every little thing - you will have to puzzle some things out.
Unfortunately, due to my experience with games like CMS18, I sometimes wonder if the problem is me or the game... (CMS18 was a buggy mess initially and sometimes you couldn't even do some things) So far in this game, it has always been me, although I will say the game is not always easy and figuring things out. The manual does not always have all the steps and/or appropriate steps for a particular car. (I actually thought highlighting didn't even work until about 10 hours into the game because it didn't highlight the front splitter.)
But in the end, I find it more rewarding to figure out the "puzzle" by trying different things.
