As it currently stands, I believe the game is, for the most part, too easy. While there are occasionally a few hiccups involving a pileup of returned paperwork, the amount of paperwork coming in never feels wildly out of control. It could be interesting to add a hard mode where spiraling out of control is more likely to occur.
