Is there a time limit even on NG+?
Is there anything I could to to freeze time or something like that? I just want to synthesize perfect items not worrying about time limit.

You have the same amount of time on NG+, but you bring over your shoes and warp items, so you effectively get another year thanks to having maximum travel efficiency the whole game. The game already gives you about a year more time than you need for the best ending, so on NG+ you'll have ~2 years to mess around with + do the post game stuff.
