The Farming Hoe and Farming Shovel is activated under certain conditions, those I haven't fully 100% figured out, but I'll post what I can in case anyone is going crazy about a certain Dev Quest. Rorona needs to be in the atelier, and someone in the following GameFaqs link suggested alchemist Level 19 being a requirement, but I'm not sure. Still, it wasn't hard to get to level 19. I also found myself having to occasionally enter and exit the Atelier to get cutscenes out of the way, and even then, no alchemy information. It sometimes felt like I had to do it 8 time

Eventually on year 2, month 5, day 15, I got Living Tools. I'm guessing that Rorona must be able to join your squad before she makes it
