When can Ceci join me?

I've been wanting her in the party from the start. If I Google is, I can see that in the updated version of the game, you could buy DLC and she would immediately be able to join you after getting your licence. This version should be the updated version + DLC, right?
I'm in month 3, year 3 and I still have never gotten the option. I'm almost platinum rank, too.

I don't know about version differences, but I unlocked Ceci to be hired once I finished Melvia's ending flag. In my case, it was essentially during the last 6 months of the game. I'm not sure how much sooner you could do that. It seems to just be added flavour. Her skills aren't that great, it seems anyway.
