The choice is: The guy who has a good reputation but all the evidence pointing at him OR the lady who runs a loan sharking business and been known to kill in the past and has the means to facilitate a set-up.
if his companion had walk in while or after he done the act then he probably would of finish her off too to cover his tracks maybe? or debt lady goons could of over beaten him by accident and she order knifing to cover up the fact?
He doesn't seem the great mastermind, and even follow you to the jail. He should have left the city :/
But clearly there is a third party there ^^
He was clearly a noble from Ark, referencing sending the Ark guard after the Duneville Watchdogs (lawl.)
The brother may have stolen the jewelry or possibly owed this noble for it... that much is never really explained. The nobleman knew where to find him, at least. Which alludes to an agreement.
Personally, I like this quest. It represents a moral gray area and the fact that many times justice isn't just blind--it's clueless. Sometimes, crime does pay.
Though you can of course make the argument that the man would've slashed his brother's throat on the bed and then his companions throat while her back was turned before she noticed, but I would find that... less likely.
