I mean maybe you are just bad, keep practicing, its a very competitive and difficult game
hard AI is well called hard for a reason... you'll just have to practice a lot
"Practice" on what, exactly? The Moderate in doesn't implement any of the skills or techniques you'd need to fight against to beat Hard...this has been an ongoing problem for several years now.
1. Play the Art of War missions and get good at them. They will teach you many useful skills if you have not mastered them yet.
2. Decide on a build order (especially your first five shipments) and adjust it as needed when you lose.
3. Struggle. You will not win on higher difficulty levels if you do not fail a bunch of times and learn from them. You can get away with some really bad strategies on lower difficulties and you won't realise they're bad until a better opponent exposes them.
I recommend playing against the same AI faction on the same map one difficulty level above where you usually play until you figured out a strategy to reliably beat them with your main faction, then move on to others. This is how I managed to move from moderate to hard to extreme, and I believe it can work for anyone else with a decent knowledge of the game's mechanics and the will to improve :)
You can set the player handicap option to on. I think hard is +35% handicap on a moderate. So you can set moderate to +15% or +20% handicap and see how that goes.
I've beaten hard before rushing them, putting immediate pressure and building right outside their base. That can be much more difficult to pull off depending on what race they are. I've beaten them with Malta and US which are my main factions. Its far more difficult to deal with hard if you give him map control of any kind.
