Liu Fei has no perks
Completed the Liu Fei companion quest, but his perks are blank (Perks need to be unlocked), so I levelled him to level 10 to see if the perk gets filled in. They all still say Perks need to be unlocked. This is on the official American beta server.
On my solo server all the perks are filled in as soon as you complete the quest, and he follows you.

Are you in a Clan. If so there is 50/50 chance your follower won't get any perks. This was in the release notes. Funcom are 'working on it'. Will be fixed by the time the full 'Live' version is released.

Yes, thought I had posted that I found out it is a known bug, I was in a clan so that was the reason :]
