Time Leaping is literally sending your memories to the past, that's why she remembers, it's not because of Reading Steiner.

Reading Steiner isn't relevant in time leaps, only D-Mail, which is indirect time-travel.

Reading Steiner is relevant to anything that changes the past, this includes time leaps. If Okabe isn't the one who leaps, his Reading Steiner will trigger, like what happens in the Luka ending of the original VN.
