I have played the game for 20h so far and never even sen the Raider. Did anybody here have more luck?

Is there a hidden boss or something? I'm sure I've killed everything. I'm guessing it's a bug. I wonder if I can reset my data somehow and start over? (I wouldn't mind) That would probably let me get the achievement.
