Asset Freezing

Is Asset Freezing working?
If so, what is it meant to do?

Assets frozen for a Country and get a notification that Competitor just entered
AI Bank values jumping up, despite 95% of world's assets frozen, still producing?
AIs still able to repay loans, despite in theory not being able to sell off frozen assets?
I get they could still have cash, but then why are they taking out loans?

I don't know. Maybe it's a problem with translation. I don't understand if it's just freezing it for a single turn or 10. If it's just one turn, it's not that big of a deal, and the cooldown is 10 turns. So really you're only doing about 10% freezing.
