If the base is aboveish Kamenka, and South-Eastish of north Safe Zone, there is a small cave you can build within. That's probably where this is.

This cave has always been available for making a base inside of it(i have done it). Like Bomboxbayonet is saying, the cave is just north of Kamenka - south of north safezone. If you go from north safezone towards Kamenka - at the big road, go up the hill and hold/go left upwards - there it is a the peak of the hill.
