My solution was to disable XBOX game bar via powershell
Get-AppxPackage *Microsoft.XboxGameOverlay* | Remove-AppxPackage
Update: I completely wiped the game from my computer, rebooted the system, and then reinstalled a brand new, fresh copy of the game...no joy. The game still does not load or run. Every other game in my Steam Library works...this is the only problematic one.
FINAL Update (next day): I modified the launch path in the Steam Library properties to bypass the third party launcher and the game works fine once again. Obviously, there was a change made to this launcher that causes the game not to start.
Then it will manually install direct x needed for the game after it finish, run in steam.
Game ran fine for years.
Tried on three different computers, same results.
Implemented all the fixes found on the web
No go.
Support ticket at 2K listed above no longer exists.
