Apologies for the late reply.
The Multipack is meant to contain Shenmue I-II, Shenmue 3, Shenmue 3 DLC 1, 2 & 3 only
The Deluxe Edition contains Shenmue 3, Shenmue 3 DLC 1, 2 & 3 along with the “Burning Sandstorm” Advanced Technique Scroll and the "legendary Ryo’s Flight Jacket" Deluxe Edition DLC's (not available separately from the Steam web store).
I already 'owned' the base Shenmue 3 License, and just bought the Deluxe Edition License to give me those missing 2 DLC items.
My understanding is that Japanese Steam store customers were not seeing Shenmue I-II for region restriction reasons.
