Question about legion unblock as Rome

Hi,
I read this https://lucrorpg.com/imperator-rome-best-inventions/ and it mentions an event as Rome that unblock legions recruiting so that you may not need to follow the common paths through inventions and laws.
I have not read any other people mentionning this event.
Do you have some informations ?

you can try to look up in the events file but I wouldn't be surprised, Rome got tons of events. This one is probably marian reforms or something like that.
