Reverted FPS change due to some issues with it, item bug fix

• Reverted the FPS changes since it seemed to create issues for some players. For now the max FPS is 60 for everyone, but we may introduce way to set max FPS later.
• Fixed the talent bonus on Harmonic Bindings. They are now always bard talent and skill bonuses.

The health bar over the enemy's head is not working properly

I am playing solo and when I damage an untargeted enemy, the health bar above the enemy's head does not decrease and is reflected when I attack or target the enemy several times. This phenomenon has been happening since Season 3 started. I would like to have this improved, thank you in advance....

• Improved chat mode change behavior when returning to town. It shouldn't change you back to general all the time.
• Added placeholder text to the mail form to make it more obvious what to do.
• Adjusted the default max FPS setting... this may improve performance for some users.

AI Art ruins this game for me.

I really want to buy this game, but having to stare at AI art just kills it for me. You could pay a real artist like 100 bucks on Fiverr for a bunch of quick avatar headshots in a specific style and this game would be good to go. I want to play it and it's so cheap, but that is all that is stopping me....

I don't consistently play this game but damn, I really do enjoy it when I get into it. It's pretty much giving WoW as an old school dungeon crawler, highly recommend!
