Not available in Germany

It appears this game is not available in Germany, presumably due to a missing age rating.

The store page is back. Looks like it has been fixed.

This game is affected by a bug with the Store which Valve doesn't seem to fix. and affecting hundreds of other games as well.
Essentially you can put the game into the cart but then it bugs out and saying "it is not available in your country", sometimes even showing the wrong price as well. This is essentially screwing over devs by negatively impacting their sales.
