You can press winkey+r and run `steam://open/console` (tested and it worked for me)
From there idk the details of what you'd need to do but there's other videos about using the console to add hidden games to your library, so just look it up and adapt it for dread.

for the server you need to change the path in the config file
for singleplayer you just put it in the `Loadout Path` box
