hey i'm at the hotel and on the last two ambassadors i know where they are but i can't seem to figure out how to get into their rooms or talk to them

I decided to totally restart on SPA:Y2 since the save before one of my most-favorite scenes in the game was ruined by a character appearing outside of the Quicksilver. It's been a few months now.

How do i get Gail's signature on the requisition form? I've got the form, i've got the pen, i've got the letter with a signature from her but doesn't seem to be enough for Maggie to copy the signature over. I don't know what the last piece of of the puzzle is and I'm sure I'm just missing something ridicolously stupid... but I really hit a wall here. I'd appreciate some help. Please don't spoil me the whole puzzle. Just give me a clue to get me on the right track, thanks....
