"Dont equip dropped weapons or man weapon systems"

in the mission Defending Zalesie it says "Dont equip dropped weapons or man weapon systems" and I never touched any of them but it still I failed, wtf, what does it want me to do?

is there an NPC squad that does it without you knowing?

i redid it this time not opening any weapons crates or recycling mecs for supplies and it worked. not sure if recycling matters, but you never know with these kinds of games...
