As for this dev, can't remember their name for the life of me, I will be supporting this new game of theirs full price on release as a show of good faith and a desire to see that game succeed. I did REALLY like Iron Harvest. I grinded the MP for a bit. I would enjoy playing another game of theirs.,
That is not for the devs to decide and lets be honest, GamesWorkshop will milk it hard as they are going fully BlackRock/ESG Corpo slop. Expect not more than 3-4 factions. I also highly doubt that GW will allow Adeptus Astartes Chapter customization, as this could hinder shareholder value in form of future DLCs.
However, nothing would bring me more happiness, than being proven wrong on that matter, but I doubt it could occur.
Thankfully the Devs do not have to Listen to a lossing Mindset like yours and can Continue to Successfully Develop NOT based on your shallow & negative outlook.
If they can do it with 4 Factions then they can do it with More Factions.
The Engine Supports the Math and the Hungry & Inspirational Developers can make it happen.

I love RTS that have lots of factions, and none of my favorites are going to be in at launch. At least the Necron roster has been made a lot cooler since DOW 1.
