Is this game ripping off Scythe factions and story?

It's not Ripping off, Scythe is based off of art made by Jakub Rozalski and this game is also based off the art/game that came from it.

The source material is the same for Scythe and IH.

IIRC, Iron Harvest is set in the world of Scythe, just as Baldur's Gate is just a small part of the D&D setting of Faerun. ;)
