Apparently I am an idiot for not being able to figure this out. How are you suppose to be able to raise more armies for movement on the world map? Alternatively, how can I get a garrison (not just the region strength rank, but an actual garrison) so I can play a match instead of playing whack a mole with my territory getting taken over.
