I was running Asus Armory Crate, Steam, and AMD Software: Adrenaline Edition with its in-game performance overlay to track FPS.
In-game graphic settings on Ultra @ 1440p with vsync OFF produces dramatic fluctuations in FPS. Some areas produce up to 90 FPS but other areas produce around 45-50FPS a dramatic 40 FPS gap. I believe average FPS is 55.
Occurs in Online-matches more often I believe the higher the player count because when i join a online lobby with few players i stay around 90-100 FPS in the staging map. But once all players join i get around 60-70 FPS. I'm confident this transfers to the actual map once the game begins.
I confirm I'm on the latest AMD Radeon graphics driver 23.3.1.

As with everyone else, training mode was perfect. In actual matches, if there's more than a few players and/or NPCs on the screen at once, I get pretty terrible FPS drops. I've tried everything from graphics on ultra to low. I've also tried DLSS mode on and off. None of those make a difference other than increasing the average FPS when it's not dropping.
I have tried DX12 which seemed to have helped a bit but I started getting UE crashes whenever in a match so I turned it off.

Not on latest drivers, but no other problems anywhere else.
My settings are medium preset with DLSS turned off and DX12 + Fullscreen. I have found that DX12 + Fullscreen tends to give slightly more FPS than borderless windowed or windowed, and DLSS, even on ultra-performance, tanks FPS hard.
I tend to run a variety of programs in the background, like Chrome, Discord, Steam, Task Manager, sometimes VLC (music). Task manager seems to think that the game doesn't take/use all my resources so assuming that is fine.
I have not tested in training, but I do know for a fact that it gets REALLY bad during firefights. I reviewed a few of my clips, and seem to get FPS drops especially when I am firing and after choosing a character in the lobby (106fps before choosing, down to ~72fps when in lobby). During one firefight with many civilians on the ground and us fighting another team, my FPS dropped from 71fps to 40fps at the lowest.
While moving around and not fighting/being reacted to be AI, I had around 58fps, and while firing or having guards come for me it dropped down to around 50fps.
If necessary I can upload some of my clips to youtube, as I did have my steam FPS counter visible for all my clips, which might give some insight. I will note that most are from the beta, but if other people are to be believed then it seems to still be occurring in similar fashion. Only hard FPS drops on DX11, with DX12 no Problems to hold 60 FPS V-sync on

Similar to what others have said and same for my friend aswell, it drops from over 100 to 40 in sertan areas and when multiple players are shooting and using abilities.
ive tried kill all other apps and processes no different.
same with settings ultra or low doesent matter.

Launching the game for the first time it had set the settings to 120 fps target and quality High. Every encounter drops it to around 90 fps and it is very difficult to aim since it stutters too much. I tried lowering graphics quality to medium and low and somehow it got even worse (the stuttering). Also tried DX12 and 60 FPS but it still drops in fights.
Changing quality or fps doesn't change the VRAM usage (don't know if this is normal?) and stays on ~98%.
Had no issues on training mode, only online so far.
Update: changing to DX12 and disabling Portrait animations seems to have made it playable, could be better though. VRAM usage around 68% now with 120 fps High quality on 1080p.

at the lowest settings i'm getting terrible performance. it drops sub 30 fps regularly. it's not like i have the most advanced system or anything but with nvidia DLSS and with the resolution scale around 60 it feels like i shouldn't be getting less than 30 fps
I'll still include Linux Distro version etc "just in case" but I know it's really the rest of this post that may help as this isn't a proton issue.

During first session, tutorial & training was alright. Getting into a multiplayer lobby dropped the framerate noticeably but still 'acceptable'. Once I got into the real match it was constantly bad to the point I could visually see the screentearing going down my screen from top to bottom. I had to find a seat to sit down my spy & fiddle with (graphics) settings. I can't remember what settings I left with.
I exited, updated my Nvidia driver & other pending updates & tried Proton Experimental again. It worked, no error message. That combined with the setting tweaks allowed the framerate to not be CONSTANTLY bad anymore but it still fell at least once per minute for several seconds, making shootouts with other spies unwinnable unless I was really lucky with the timing.

Tested Tutorial & solo training again with unlimited frames (all other graphics settings this day were default): 220+ frames smoothly.
Multiplayer lobby dropped into 120-170 FPS, averaging 150.
Actual match dropped to 60-110FPS, only played 2 (I know, would be better if I played way more) BUT it never became unplayable even in shootouts with other spies in that time! Not once.
