stuck on the launch loading screen

first, i had the "updating executable" problem. then i installed another .exe file, and now the game opens, but it never leaves the loading screen. it does not even goes to the main menu. the little loading circle just goes on forever.
Already tried some simple troubleshooting like deleting justcause2 on the documents, reinstalling the game, running as admin, etc. i hope someone helps me.

read the 100 other post talking about the launch issue... like your just wasting time typing all of that
