Blackhat Badger won't move to Mt Kongo
I already defeated Genchiro, talked to Isshin, and also puppeted the kite before moving Blackhat to Senpou Temple. I even made sure he gave the dialogue that told me where he would go. I rested, restarted the game and he still won't go to the cliffside he should be at in Mt Kongo. I've also talked to his dying son previously but when I go back to his son, he's alive again until I talk to him again.

What am I supposed to be doing??

Does he only move there once you beat the Divine Dragon / where Ashina is on fire?

yes, i bought everything very early on, that's the only way to get the Senpou Temple dialogue i mentioned

Well he supposed to relocate to Mt. Kongo near the kite rat.
If he does not it might not matter.

You puppeter ninjutsu the Rat he will raise the kite so you can grapple the kite near the old lady(who wants rice) to enter part of Sunkey valley.

Inside there will be the grave of his and son and the Blackhat badger.
He will likely tell stuff blabla.

Now if you are going for the Non Shura ending and you kill the divine dragon.
(Shura route does not fight dragon)

Game will go into endgame stage.

Then you will find him in Ashina castle and the quest concludes.
