If you have updated drivers recently, have you restarted your computer after doing so? Had the same problems once and a simple restart fixed. Other than that, since you use AMD, I have no other idea since I have nvidia :/

Same problem here, supposedly the game has it's own Vsync, but I don't see how this can be considered anything remotely close to Vsync with this much tearing (I'm on a 3080 running all medium settings just to make sure it's not on my end). The developer really has a history of just not caring about their god awful technical state of their games huh..
