Leaving this in case someone comes up with a solution.
I had my steering wheel plugged in and it was considered a 'primary' controller and Sekiro can only use one at a time.
Try unplugging various peripherals to see if it helps. It might not solve everyone's issues but hopefully it will help someone.

This worked for me as well :)
Controllers work on other games just not Sekiro for some reason.
Try to disconnect any other controllers or pads you are not using, like airplane sims controllers or stuff like that, and just leave the one controller you are going to use to play sekiro. I hope this helps with your issue.
