I can't even get the win with xxx civ achievements to trigger anymore. I disabled all mods and turned cheats off but it doesn't work.

Interesting, I just did a test, and I can get those achievements in Return of Rome

It seems to be a common bug for some people, I personally have only experienced maybe a few times. Most recent was with the latest DLC, I won with a civ in the campaign, did not get the achievement. Replayed the mission and got the achievement.

Hard for me to test because I have 100% achievements. I guess there is the ones for 100 wins with each civ to get portraits but that's slightly different but maybe it tracks in the same way. I don't know.

I think there is a major patch on the way in the next month or two. Things have been teased. Usually a big patch fixes these random bugs for while.

Best you can do is report in the bug section here or on the official forums and hope it gets sorted.

Just did some more testing. After restarting the game and using conditions that allowed me to win the game instantaneously, I was able to get the civ victory achievements. But if I played for more than about 5-10 minutes, it would stop giving the achievement again until I restarted. Repeating this a few times, I was able to get a win with every civ (including RoR + Chronicles), but like the OP, it did not give me the Age of Empires Achievement.

I got one of the mountain kings ones after the latest patch, and that hadn't wanted to trigger for ages.
If they have a campaign or historical battle maybe try that over a skirmish

Glad it worked, when I encounter a bugged one (that I am sure it is a bug) I just use achievement unlocker for it tbh.
