Multiplayer on RoR is technically not "dead", but close to it. Why should more people switch from AoE: DE to RoR after finding out that multiplayer is worse on RoR than AoE: DE just because all of the original campaigns from AoE are included with RoR even if they are actually nerfed campaigns in comparison to AoE: DE campaigns? It is the lowest in player count number in comparison to every other AoE game from this series (although, it worth mentioning that AoE: DE has the second lowest number of players on multiplayer after RoR meaning that even AoE II: HD might have more people on multiplayer than AoE: DE).
