You must be online the first time you launch the game and while you can play with steam and ubisoft connect in offline mode after a week or two you will be forced to go online with ubisoft connect or the game will not launch.
So yes while it can be played offline you cant always be offline.

It's a Live Service game meaning a lot of the extra quests are fed server side. Those are the ones that have green highlights in your quest log as well as the weekly and daily Ori quests. So while you can play it offline you'll end up missing some content
