The problem is likely your CPU, 13900k and 14900k CPUs have been having a lot of problems lately because of the way motherboard venders don't respect the safe limits for current and power. You need to go into your BIOS and hand set the Max Amps and Max Watts to Intel suggested safe levels because currently they are set way too high. Just Google "13900k 14990k problems" and you find all kinds of websites and YouTube video talking about it and how to fix it
That's an ASUS product if I remember right so ASUS likely has a BIOS update by now that will fix the problems caused by their older BIOS
Crashes on Intel 13th and 14th generation CPUs
If you are experiencing game crashes on 13th and 14th generation Intel CPUs, this may be related to hardware configuration settings.
Intel recommends using 'Intel Default Settings', while various motherboards may apply different settings by default.
You can find details on Intels recommendations in the articles below:

Go into the Connect App and in the Settings turn off the Overlay and Cloud Saves and that will likely fix your shutdown problems. It's mainly caused by the wonky net code used for Cloud Saves. It tries to send a save to the cloud during shutdown and gets stuck
Thanks. Already did that (I saw a post at Reddit) and it worked. However, the next day when started the game the client wanted me to turn on the in-game overlay, which I did and it stuck again. I have disabled it again and turned off the message from the client that wanted me to turn it on again. So probably these both should be disabled for the fix to work properly. And still Ubisoft didn't fix it for all these years is really embarrassing. Probably this is not their priority.
Even if you delete the game the saves stay on your drive and are safe as long as you don't format the drive and re-install Windows. All you have to do is back up the C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames folder and all your saves of all your Ubisoft games you've played will be in there. I have saves on my computer going back to 2017 when I had a completely different computer. Plus I image my C: drive every week so it's also backed up there
After doing this, I have yet to crash. Hope this made sense, and hopefully it helps some people out.
