Right-click on the game in the Library tab and select View Game CD Key.
This option is not available for all Steam games and a CD Key is not required for all games.
Verify your GCF files.

Could work?
U-play account.
You copy the new made Cd-Key then to Steam and aktivate it.
The game should activate automatically during installation.
That also is well known bug with steam.
If you get Uplay version, you will not have any issues like that.
SOLUTION:
- Uninstall then re-install the games and all that comes with it
- Launch the game for the first time via your Steam Library 'Play' button and not the Desktop icon.
- This will launch the DLC to install the 'Ubisoft Activation'.
- From here, operate as normal.
This is not explained any where or at all. Very confusing and frustrating.
Hope this helps!
