Do I need to beat the game to start this dlc?

Extra question: Do you prefer tanks with or without THP (Tread Hit Points)

Well, I have never been a tanker guy in Valkyria game series, but you can give it a shot if you like.
At least in the first game you had to use 2 points for the tank, so it wasnt useful for me. Its great for defenses in the main camp and stuff for sure.

I think you should beat the game, because I dont remember any dlc such as this in the first play.
