iirc in lore, the Gallian army is essentially a volunteer army mixed with enlistees, and conscription(whether voluntary or involuntarily) due to various circumstances. The Federation I'm assuming is an amalgamation of how most western armies handle military service. It's not required or mandatory, but they ask.
