Report a translation problem
I will post notable troubleshooting steps in case anyone else is ever in this niche scenario.
I uninstalled DirectX, and now DS2 still plays and VC4 still does not have sound. This tells me that the problem might actually lie with alterations to Windows that I made to get VC4 running in the first place (which happened a while ago, VC4 just wouldn't work properly 'out of the box'), and to get DS2 running recently. Reporting the changes I made would be difficult as I don't fully understand what I have done :(
I followed these steps to check for missing/corrupted system files:

No change. I even did a full Windows repair install:
