I remember being significantly disappointed when learning that it only had a first act of the story despite leaving Early Access. Did the devs actually finish it? Or is it still half-baked?

I would like to suggest ship speeds shouldn't be too slow. Low acceleration, sure, but spending a lot of time going from A to B isn't typically fun - and for warships, kind of unrealistic. In RL, warships travel in fleets and you just don't make warships that can't keep up with the target cruising speed of that fleet.
