maybe you had some crops decay on the field and that no longer happens?
In this case it's quite simple, since the game already made its full release, we can't expect such massive rebalance changes.
I don't think that was an issue: my republic with over 60K population had been producing so much fertilizer I had to export the excess to keep the bio waste stores from filling up backing up collection.
Just the bio waste from 2 cattle farms was enough to keep the compost plant full of fertilizer to pick up. This setup has been running like that for over 40 in-game years.
Since around the 1.0.0.18 patch, my compost plant has no enough bio waste to create fertilizer to keep my farms supplied anymore.
Plus the same for industrial waste.

There is a dip of about 25% in bio waste production from people starting on 2039, my first save from that year was on November 29, 2024 which matches with the release of 1.0.0.10
At that point, I had so much bio waste surplus, my stored fertilizer lasted for another 2 in-game years.
