How do I build a Tool Depot from Expanding Infrastructure mission?

I'm pretty far into a Meng Huo playthrough and for the life of me I can't figure out how/where to build a Tool Depot. This has prevented me from researching any of the economic reforms due to my inability to complete the "Expanding Infrastructure" mission. Anyone have any ideas or solution?

You need to expand a little to the East. There is a tool shop in the west of Changsha

I found one to my east in Changchen of the Wuling commandery
Really needed it to upgrade my farms as my expansion was starting to outrun my food supply
