Well, I only know my own histories and not the general conditions, but based on where I remember getting that one I think the next relevant step is the Withering Palace. I don't see how seeing Oroi first could hurt, though.

Okay I just tried going to the Palace then going to back to Oroi, but it doesn’t seem to be working. I went through the site making sure to get every artifact and inscription I could, as well as getting Six to analyze the hopper eyes and using information from the site to infer that people used it to record themselves onto foils, but the only time that Aliya mentions Oroi is when the topic of the Great Forge comes up (in regards to how the hoppers could have been made), or after Six finishes explaining how he can hear voices, to which Aliya says something like “I bet Oroi is going to have fun taking you apart”.

When I actually go see Oroi, she mentions that she heard a voice in the Crown mention ‘Heaven’s Vault’, and showing her Kaiya’s foil makes her comment on its craftsmanship as well as bringing up the topic of the foil in her arm and how it helps her get her tools through the Catkis gate, but ultimately there’s no option for Aliya to ask her to come to the Palace.

I do have a backup of my save file before going to the Withering Palace, so I can roll it back if I need to, but I feel like I’ve messed up somewhere along the line.

Oh hm, my team never made the inference about foils there - one time I'd seen Kaiya but without taking the foil out, and the other time they didn't go up to her at all. Maybe knowing about foils made Six and Aliya conclude they already understood the WP (even though they don't quite fully)?

Try to go to Iox and have Huang help you with a few translations, then go back to Oroi. Sometimes not all stacked up dialog can be played through at the same time.

... Well, my experience (in both cases, had to give the crown to Myari) :
-The 1st time, I went to the Graveyard before, talked to Kaiya and left her foil there, maybe talked to Oroi about it (I'm not sure, but I pretty much went to her every single time I encountered something tech-y), then eventually to the Withering Palace, and told Oroi about the half-hopper and Six's memories. We went there immediately.
-2nd playthrough, I have been to WP, but not to the Graveyard yet ; I have the option to go talk to Oroi about WP (the map says Oroi might be able to help with Six's memories, at least)

Unfortunately no I didn't figure it out.

On the game+ it only activated for me after i had a convo with Six about its memories. We were on Iox. Specifically, it triggered after going up the stairs to Myari's office, but before going in. In fact i turned right around after this and went to see Oroi, then went to the Wh.Palace for the 2nd time.

There is a lot to do the first time at the Withering Palace - first you have to struggle your way there and Six will try to get you to turn back or let him go instead (don't). Then once he starts remembering Six will attempt to get you to leave early. Don't do it. Take your time, Six will continue remembering... You should (not necessarily in this order) examine each god and translate the inscription, examine the hopper and the receiver(?) across the court from it, get the book on the bookshelf for Huang, examine all the levels of the roof, and examine under the palace - you should be able to get several artifacts in addition to the book (which is not the one from the burnt library) I usually stay with him while he remembers (in the area with the gods) and just move back and forth or examine things.

PS I've never had to give the crown to Myari to get Oroi to go to the Withering Palace.
