I followed this hint and was able to start the game now. Yes it's crazy but I was able to assign my steering wheel, pedals, handbrake in the options and then start. It works great as long as you're offline!
I can only go online via Wifi, do the developers only have LAN connections???

To fix this issue, you can right click the game in Steam, click properties, and paste the following into the launch options:
