Not all buildings are that way, the schools and a few of the government buildings are very close quarters to each other when you have 15-20 something soldiers on the same map.

Might well be 13. With 1-12 giving a small map and 13 a larger map. Seemed that was when I was playing, but not enough evidence to be conclusive
