Loaded up the game today and I can't move using smooth or teleport locomotion, in both the home hub and in mission when in VR and using the Oculus Rift.
If I try and teleport I get a short red bar like everything is out of bounds.
I can still rotate with the right stick.
In mission I can move using the teleporter device from the toolbelt, if the enemy sees me they'll react and start shooting, but I don't seem to be able to die.
I tried the game in pancake mode and that worked fine. I tried other SteamVR games and they also worked fine.
