Straight up this is the solution: Add bots. Is the server is set for 32 players, and there's 5 humans? Then add 27 bots to flesh it out. In this way, we players won't be stuck in the lobby waiting, we won't check steam charts looking for other players 10x a day, we will just join and play. And as a result, your player base will recover. No need for F2P or Loot Boxes or anything. I know bots aren't completely easy, but traditionally they have always filled this gap.
